A guy in twitter is trying to find out what wind speed or watch/warning level should be shutter his windows? Anyone have a guide for that? Google just gives a lot of companies selling shutters, no real guideline.

I would look around the neighborhood. Put up shutters if:

a) storm seasoned neighbors are putting up shutters, and/or
b) if you or your neighbors have left potential projectiles in the yard, and/or
c) if you have tree limbs close to your dwelling.

Really good question. Most likely somewhere between 40-60 mph especially if its for a longer duration.
