I guess things have changed because our daughter lived there for both school and later a three year stint as an expat, and she had “a green card.” She was a second level speaker in Japanese, did make a six-figure salary none of which was paid to her in Japan, but she wasn’t married a Japanese man. She did marry her college sweetheart later on and his mother was Japanese-American who had never lived in Japan.
All that said, you won’t see ANY Africans there. Some Indians (when you get tired of Japanese food there’s always an Indian restaurant), but no MIddle Easterners.
There ARE some Africans there, but usually they are bouncers or flyer distributors for strip shows, burlesques, etc.
Shady and semi-shady Japanese outfits sometimes use them cuz customers who often naturally want to avoid confrontations have those sensitivities 500% sharper if the confronter is really black and big:
“I want this unexpectedness to GO AWAY”
Usually they’re in Shibuya, Roppongi, a few near Ikebukuro.
About 90% of them speak just a few Japanese phrases.
You will encounter them almost NOWHERE outside of big-city entertainment quaters.
