What I interpret from Scotts movements was a man maneuvering to get a clear shot at the cops. While doing so, he was trying to conceal his weapon, trying to think how he would make his move and thinking as long as he had the gun there was a chance he could shoot his way out of the situation. All the time, from the time they ordered him out of the car, telling him to drop the gun, until he was walking backwards he was trying to figure out how to make his move. This was a desperate ex-con who knew the cops would find the gun and the marijuana blunt and that would throw him back into prison. It was the end of the road for him.
