I think those are gloves. If you keep rolling the video there are actually two objects on the ground and you can see the cop bend over to pick them up but you can't see him actually pick them up because the camera then pans left.

Looking at the photo below of the gun from another angle, it is not at that location, but rather between his feet and the curb. Either the gun is in shadow in the video or maybe Scott fell on it and when they rolled him over someone set the gun there.

If the object suddenly appearing next to the left white are gloves, then where is the gun?

Here are two snapshots of the area near the shadow of the white truck taken at 0:37 (left) and 1:55 (right). Where the policeman in the red shirt is standing there may be something on the ground between his feet, but it wasn't seen there earlier (at 0:37).
