By convention, an American citizen -- or, for that matter, anybody from the five permanent members of the Security Council -- can serve as the Secretary-General.

But, then, there is that nagging question, isn't there...???

Seems to me the rules in the UN preclude a SecGen from any of the countries that comprise the Security Council.
So, they’ll have to change the rules before Zero can be chosen...unless, of course, he chooses to come clean and admit he’s NOT a US citizen...
