The Chicago Police Department launched mandatory training designed to help officers de-escalate conflicts, including situations involving the use of force and mental health issues.
The program, which Police Superintendent Eddie Johnson is scheduled to discuss Monday evening, is among several department reforms following the shooting death of 17-year-old Laquan McDonald. The black teenager was shot 16 times in 2014 by a white Chicago police officer. Graphic squad-car video of the shooting was released last year, prompting citywide protests, police leadership changes and a U.S. Department of Justice investigation.

The kid in Chicago went down and they kept shooting him. The cops’ job is to bring people into custody to give them a fair trial, not mete out summary execution.
Hilarious. So far in 2016, there have been 18 police shootings, with 6 killed and 12 wounded.
At the same time, there have been 483 gunfire homicides, with 2639 wounded.
Obviously it is the police who are the problem here.

Yeah. The problem there was that *nobody* shot him until he’d already killed two of them.
Why did the cop have to shoot the kid after he was down? Sixteen times in 13 seconds. The kid just happened to stop being a “threat” when the cop’s magazine was empty?
