Sounds more like two crackheads looking for something of value to pawn for drugs. And they told the police after they had screwed with it and seen wires. Probably missed being vaporized by sheer luck.
Read online the two men are homeless..maybe they thought there was something of value that they could pawn to make some cash, they are lucky they could have easily become fertilizer
