Question: is this an image of her leaving the apartment around noon, or an image of her leaving the apartment around 9am to attend the ceremony?

Just look at the shoes. You don’t need to know about the light. Are they the shoes - one of which we have a photograph of - on her feet? If not, probably taken at the time the liar-in-hoping-to-be-chief, is, for once, telling the truth.
