Aside from the egregious double dipping issue, when contracts are given on a non-competitive basis the government is supposed to do a price reasonableness determination to keep the government from getting ripped off. It appears that the VA contracting officer who awarded these contracts was either negligent, incompetent or told to “just sign it”.

Most contracting offices in the government are usually pretty good about seeking competition (from at least three bidders) and performing price checks to weed out bids that exceed what is known as an Independent Government Cost Estimate (an estimate that establishes a reasonable price range for the goods or services being acquired). Its standard procedure to do this.

Contracting officers generally do some due diligence and document the results to cover themselves. This is a complete breakdown of the contracting system in VA.
