As a tax deduction it will not help the average working family at all because with current deductions and credits a very large percentage already pay no taxes. So what does another deduction do for them?

You mean the EITC. That's what allows most lower income families to pay no taxes to begin with so it's already there. With the expansion mentioned, maximum of $1200, then that will provide little help.
