Yes, however if President Trump should appoint an ad hoc committee with subpoena powers to investigate Obama’s credentials and establish proof of ineligibility to hold office, he could make the case for ex post facto impeachment and nullification of all of Obama’s actions.

Wouldn’t she have have to be convicted before she could be pardoned? You can’t be pardoned for something you haven’t been found guilty of, can you?
