Maybe we need a deterrent specially for those situations, our sailors with earplugs and a high pitched painful auditory stimulus. No lasting damage to people or property but they would keep their distance & respect our ships.
Why don’t we catapult raw bacon onto their boats? That’ll scare them to heck.
