It reminds me of that case in NJ where a rich lawyer got shot dead in front of his wife in a parking lot, and everyone was shocked because it was an "upscale mall".
If the vibrancy index hits the sweet spot, there are no nice areas - that the place you got killed was "upscale" really doesn't matter.

Yes, the Short Hill Malls and it is an upscale mall in an ‘exclusive’ area. The murderers were from Newark - where else? Which is not far away.

“Nice” areas are only minutes away by car from thug habitats. If you have mass transit, well, young thugs often get to ride for free, being “students.”
