Fritz the Cat is likely the 'cartoon' they refer to, the 1972 animated movie. It's a real piece of work if you're not up on counter-culture 70's movies. A real down-the-rabbit-hole of anarchy, perversion, drugs and racial tension. It probably serves as a cult-classic for some. I won't post a link because it contains foul language, but you can search youtube for 'fritz the cat pig cops' and see this juvenile and ignorant perspective on police. The director and writer of this film Ralph Bakshi voices the 'lead' pig, and you can hear his disdain for law enforcement in every carefully chosen slur. Here they are being finished off by the 'crows'.

That actually happened twice in Parker’s time with the Pirates. I was a teen growing up in a Pittsburgh suburb at the time and remember it as well.
