Everyone equally positions themselves with the same open information. So, it either happens in an early, daily, transparent way, or is happens much later. The negative part of happening later is that insiders can still make adjustments that you and I can't because we don't hear scuttlebutt.

Argument? I was merely trying to explain it to you. If you don't like the way it is done, then you need to make argument with those who are in policy positions.
