Actually, once that picture hid the papers it was all but mandatory for NYS CPS to investigate. The NYS Hotline takes reports of suspected abuse and/or neglect and they generally have to have at least an initial investigation. Failure to do so could be misdemeanor official misconduct.

I’m sure if they put the FBI on the case, that no reasonable prosecutor or head of child protective services would pursue the case?
