Western Washington is a rain forest. It's urban and suburban. Its inhabitants are liberal Democrats and socialists. It's pretty much atheistic.
Eastern Washington is a desert. It's rural and agricultural. Its inhabitants are conservative and Republican. It's religious, with a large contingent of Mormons.
But two thirds of the people live in Western Washington, so in statewide contests, the liberal Democrat wins.

For those that arent familiar with WA State, the Cascade Mtns. pretty much divide the eastside of the state from the western portion, including Seattle and the I-5 corridor. Heres a map with the 2012 election results. Romney lost the state by about 485k votes.
