There may be some truth to what you say, but a half-century ago Americans of African ancestry were sociologically in far better shape - lower illegitimacy rates than today and higher rates of two-parent households.

The "War on Poverty" was a *HUGE* success at what it was designed to do. It wasn't designed to "fix" black poverty, Lyndon Johnson was a very Racist Southern Democrat and he did not give two sh*ts about black people in poverty.
Once North Eastern Liberal Republicans got the 24th amendment passed to allow non-taxpayers to vote, Lyndon Johnson immediately recognized how valuable blacks had just became as part of a voting coalition.
Lyndon Johnson's plan flipped blacks from the Republican party to the Democrat party, and has kept them voting straight Democrat (95%) for the last 50 years.
Of course it caused a massive spike in crime due to all the fatherless households and has cost 21 trillion in direct expenditures and God only knows how much money in indirect costs, but it has kept the Democrat party in power, and that's it's main purpose.
