Congress long ago neutered itself and surrendered its power to the Executive and Judicial branches. We now have an imperial presidency and dictatorial judiciary comprised of robed tyrants appointed by the President and accountable to no one. Congress is an irrelevant rubber stamp for the imperial dictator. Much the same as the Roman Senate after Julius Caesar and his successor Augustus became supreme rulers.
Next step will be elimination of term limits and elections. The day is coming when a president will disband Congress and issue a new Constitution giving himself or herself supreme power. The judiciary will acquiesce in return for a small seat at the table.
