Why is it legal for a deaf person to get a license?

Deaf people lobbied for it and claim they are just as safe as people who can hear. Some use devices that alert them to sirens. The bottom line is being deaf isn’t an excuse for not stopping.
I do not think it is legal. Maybe the individual in question became deaf after he obtained his license? Regardless, he should have not got out of his car waiving his hands..
