I remember something like this, but the way you are paraphrasing it seems too broad, or I hope it is. If there can be no differentiation between citizen and non citizen under the law, then there would be absolutely no point in becoming a citizen. Surely we have not reached that level of insanity.

I wish I did. I could be wrong about how the ruling is applied but I think that’s the justification I’ve seen in past discussions. Maybe one of the Legal Eagles on FR can help clarify this.
