I agree it could be steroids but steroids are used for just about everything.
That is true but people that are on steroids for a short term, transient, mild medical issue are rarely prescribed the dosage that causes this kind of appearance and excessive weight gain. I would assume that whatever the problem is, it became uncontrollable and required massive doses of steroids inorder for her to continue campaigning.
