my radical idea is that these people must be rewarded someway to NOT procreate...have two and that's it....no more...

they are just breeding more and more generations of chaotic violent people....

of course the onus falls on the women, as it always does, to stop at 2...but maybe the men could get in on the rewards if they agree to get a vasectomy....
