My experience is that at most they stay in the country for 2 years at a time then go back and sneak back in.
I don’t know what resided means, if they leave for 1 week are they ineligible? Most leave for 2-3 months every two to three years to visit relatives outside the US.
I have no idea how they could prove they comply with this requirement, they can just lie.
That’s a shame. I’d like a list of as many illegal criminals as possible, so we can deport them more easily.
