Simply apply this language to the house and senate:

Twenty-second Amendment to the United States Constitution
Section 1.
No person shall be elected to the office of the President more than twice,
and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once...
That might work .. I like that idea.
However, I would also like to see a tighter reign on the Congress people who stay behind in DC after their terms. The idea was that they had to go back home and LIVE under the laws they had created.
Staying in DC defeats that purpose.
