If where you live received almost 30 inches of rain in a three day period, I bet you’d be in danger of flooding as well. I have several friends who lived in areas that had NEVER flooded before lose everything because the designed drainage could not accommodate the sheer volume of water falling from the sky. I live in Northern VA and it has rained that much. No flooding. I have also lived in northern Italy and has rained more than that. No flooding.
