Just because they're not *legally qualified* to vote doesn't mean they *won't* vote.

A year or so ago I went to my local Town Hall to submit an absentee ballot for an upcoming election.Out of curiosity I asked the clerk if she needed my ID.She said,in a somewhat shocked voice,"no"! I then asked her if an ID was required to register as a voter in our town.She said in a very matter-of-fact way that Massachusetts law specifically *forbids* a government official to ask for ID when registering a person to vote.
