Russia is second tier. It is a one party kleptocratic petrostate without a developed economy outside of the energy sector.
Russia is an underachiever, but they have significant commodities outside of the energy sector. Politically, I can't help but laugh along with Putin at the West. Is French govt really a great role model? How about the US? Pretty funny when Pravda jokes that our news media makes them blush.
