If you avoid the lead in premise I can see how you could come to that conclusion. I don't think anyone here is recommending the police just begin shooting without cause. The notion that the police must be first shot at before returning fire is ridicules. The standard is if someone threatens you with a firearm, or knife or some other lethal weapon, it is the point where they are taught to stop the person from doing what it was that caused them to draw their weapons.

What I got from the story is that they didn't discover the gun till after he was shot.
