I apologize for not providing a link - the source will not allow it. But I urge you to search for and read an article by Jeffery Toobin in the New Yorker Magazine called "The Showman", published in May 2016. It is about United States Attorney for the Southern District of New York, Preet Bharara
It is a very interesting profile: He worked for Schumer, is pals with Comey, and has taken down many corrupt officials.
But if you take the time to read the whole thing, you'll get a fairly good feeling about the chances of something being made to stick to the Clinton Foundation.
It's possible that Comey was so pissed he had to let Hillary skate on the emails that he tapped someone he knew would take care of the situation.
Expect to see Jeffery Toobin being interviewed a lot about this profile article. (I can't stand the guy personally, and I bet he is crapping himself to learn that this guy is peering in on his pal HRC.)

Bharara is an Obama appointee and Obama inaugural donor... a protege of Democratic Senator Chuck Schumer and is now a top prospect for an Attorney General gig in a Hillary Clinton administration.

I like your use of the word “petulant”. I’ve always considered Toobin to be smarmy...but I like petulant better. It implies an immature aspect.
Yes, he may be a smart guy...but intelligence doesn’t always partner with common sense. I find that to be true with a lot of liberals. They’re bright people, but have no common sense...and lousy instincts.
Toobin is a toobsteak.
