Of course, what you say is correct - Obama’s policies allowed ISIS to be formed, but he is not, obviously, the literal founder. That’s an exaggeration that Trump made in order to point out the role Obama’s policies played in the creation of it.
As for the use of the word “sarcasm” - I used that word because that’s how Trump described it.
