I’d stick as many ballot watchers as possible in everyone of those 40 Philly precincts that had 110% turnouts that voted for Obama. A dozen or more in each. They would not be frail people watching; they would be able to handle themselves in a fight and dressed in suits looking like the Secret Service or cops. ;-)

It might help in some polling places but unfortunately cheating is now done via technological monkey business. All behind the scenes; a poll watcher would/could see nothing.
