Obama and Clinton deliberately created the conditions through the Administration’s policies that allowed ISIS to form out of a local Al Qaeda franchise, and take over almost all of Iraq outside of Baghdad, and become a major power in the Syrian civil war.
Sarcasm is not in play here, as there is no sarcastic point to be made.
He is blunting the criticism, while making everyone come to grips with the truth.
He wins the argument either way. And the point sticks.

While the press obsesses over the academic point of the meanings of "founded" and "sarcasm" Press, what a bunch of losers.
And still he does not call that candidate a risk! Has he ever been asked?
That should worry me a lot. Is he after power or economic gain? Is he being blackmailed? Or is he so loyal to one party that he does not care of the country? Either of these possibilities is scary in one who has served in such sensitive positions. Very scary.
