Not when the state is actively working against the victims, like the family in public housing whose preschooler was raped by Muslim migrant teens/preteens in Idaho. Mother was denied child’s medical records, boys are allowed to be under parental supervision in the same complex where the family lives so the child gets mocked by her attackers in front of their home, and the mother can’t get help moving from the public housing where they live.
To top it all off, the older woman who found the child in the middle of the assault has been harassed and threatened, in an effort to punish and intimidate the witness.
