The stadium is PACKED. Capacity is 17,040 and that is the seats. The floor is packed too. Double the estimate.
It does look like the nosebleed seats weren’t open...so whatever those would be - minus it.
Wikipedia has this venue at 20K capacity - that’s got to be with upper seats...
