The doctoring of economic statistics by government agencies goes all the way back to 1961 and JFK. Every administration, of both parties, has played with the numbers since then.

Starting in 1992, the Federal Reserve began tampering with their numbers. Because those numbers are critical to both business and government decision making, the Fed corrects their quarterly numbers several quarters later.
