Should read:
true Civil War to restore the government. Gentlemen & gentlewomen, I say nay! The battle is to restore adherence to the written US Constitution by the entire Government, most especially the Judiciary.
I will entertain motions to repeal the 17th Amendment (1913) - The direct election of US Senators rather than by the States. This was a prime step to the destruction of the federal framework!
