My daughter wants to go either to Australia or Europe for a year of study.Tell her to go to Japan instead. Anything she can study in Europe (except maybe cathedrals) she can study in Japan, and it is far far safer.

I disagree. She will learn much more in Europe unless she is interested in Asian civilization. She will also not have to worry about Nuclear meltdowns, Sarin attacks, and other disagreeable occurrences.
Besides, Europe is the seat of Western Civilization.
