Obvious cash transfer to terrorists.
Legitimate intergovernment payments are made by electronic transfers, and are settled through the Bank for International Settlements in Basel, Switzerland – a global central bank whose customers are nations' central banks.
A real free press would investigate this abomination. A real opposition party would impeach all public officials involved, & prosecute all other perps who enabled it.
