That is exactly what he is saying. He’s laying down the marker that if Hillary doesn’t win, he won’t turn over the office to Trump. Dems, media and Rinos will support that position. Congress would let it slide.

Listen to his words in that address. Obama said he would forgive Romney or McCaine for their differences, and accept the results of an election and try again in 4 years, “but this is different”. I honestly would not put it past the presidential punk in office to actually deny the results of the election and declare martial law.
