Tics can be really annoying until one gets a grip on their's and JUST STOPS DOING IT!
At least she didn't swoon, bobble her head like a loon, let her frog jump out, or have a coughing fit to end all coughing fits, and that's what I consider being Presidential.

Hillary’s mother died from congestive heart failure. Her bother developed heart problems as well.
Constant coughing is a symptom of congestive heart failure (CHF). Her issues with the “transverse venous thrombosis” do not appear to cause coughing as far as I know.
Think about anyone in your life with CHF, did they cough all the time? Yep.

The coughing and throat clearing is to give her a little time to think about what she needs to say.
