Even if “most” jobs “already” start out at “$9 or $10”, the minimum wage increase will make them jump to the NEW “starting out” wage of $13 to $15.
Minimum wage sets the floor for every pay range, regardless of how many people actually earn at the minimum rate. It is $7 today, so those starting out might get $9. If it becomes $10 tomorrow, the starting out will demand $14. That is pure economics.
The globalist cheap labor express has turned the USA into a post industrial service economy. This push is to be expected. I am surprised the minimum wage is a low as it is now.

no private business automatically increase his current employees wages to match the increase when minimum wage goes up...
Walmart just increased their minimum to 10.00
Nobody got a increase if they were above 10.00
