Cutting routine Saturday delivery would be a start.

I know people in the bulk mail sorting business. 90% of their customers want their flyers and assorted crap to arrive in your mailbox on Saturday (on the theory that you'll actually be home and will pick it up). My contacts told me that if Saturday delivery went away they'd likely lose 40% of their bulk mail business. Such a move might even force them out of the sorting business altogether.

And the Postal Service is highly dependent on revenue from bulk mail, so it's a Catch 22 for them.

Interesting -- my day for "go directly to the waste bin, do not pass GO" is Tuesday.
