He is not a puppet except in the way that the sultans of Istanbul and Cairo of old were puppets of their viziers(think Jarrett) who actually ran the government but if the Grand Vizier screwed up and detracted from the Sultan’s power, he got strangled or halved at the Sultan’s orders.
