A couple minutes ago, a talking head on Fox said that the speech Cruz submitted did have an endorsement in it. When he gave the speech, it was eliminated. Not sure if it’s true, but it was just reported.
I think what you heard is true. Newt’s original speech (teleprompter screen capture) doesn’t make sense otherwise. They may have all been made aware only 2 hours prior that Cruz wouldn’t endorse but by then too late to change anything.
