I may possibly be missing the point of your ... question ... but I believe he (D.T.) sees the need for such a position to rectify the misinformation that has been fed to the “African-American” community for the past several decades.

I watched season 1 of The Apprentice. Omarosa was with the other female contestants and one said to her,”Isn’t that like pot calling the kettle black?” Omarosa called the woman a racist. Despite the other women explaining that it was a non-racial idiom, Omarosa still portrayed it as a racist incident to Trump. She lied her way through the season. I think she stayed as long as she did because the producers wanted her around for the drama. But maybe she’s changed.
