How could we have our own base WITH NUCLEAR WEAPONS be breached and not secure?

I read elsewhere on FReerepublic in recent days that nuclear weapons haven’t been in Turkey for more than a decade.

It’s not our own base, our guys there are guests of the Turks whose base it is, and, according to multiple sources, the nukes were moved out in the 1980s.

Here is my understanding. It is a Turkish base under Turkish control and we are allowed to use it for limited purposes. Also, I have read that the nuclear weapons were removed in 2003. It would make sense to remove weapons from a base where you may or may not be allowed to use them by a government with a different agenda.
