I agree, if that is the case. On the other hand, the air arm of the ill-fated coup had to be based somewhere. If it was at Incirlik, the real target of a power/water cutoff might be what is left of the coup, and keeping them out of the air might be the operative plan. In that case, the US contingent is an inconvenienced bystander. We'll know soon.
