You have an excellent point. Sorry, I forgot California is the leader in leftism and is actually been the chief exporter of it to other states which is why the fed gov is infected with it.
In our state, ND, the fed gov is actually more restrictive compared to state rules.
Several years ago an air force kid came to visit when I was building a boat ramp on a lake. He asked to see the enviro impact study. There was none so he went to the county to file a complaint. He told me they never knew what he was talking about. Talk about one pissed off person.
