Many innocents will die as they did in Hiroshima and Nagasaki. The Japanese quit fighting after two examples of our might and power. When our power is a greater fear for the innocents (few they be) than the Jihadists, we have a new ally.
War is an ugly, vile, nasty, brutish business and their is little glory in it. It should be avoided if possible. If it can not be avoided, it must be prosecuted with extreme violence. We should not target innocents if possible. If not possible to separate the innocents from the bad guys, innocents will also die. That is the way of war. I assure the Jihadists are at war with us. Unfortunately, we are not at war with them.
The Jihadists are winning the war because they and not us define the rules of engagement. When your enemy defines the rules of engagement, you will lose.
If you are not willing to kill your enemy and all that stand with him, surrender for he has already defeated you. All facets of an economy be mechanics, farmers, clerks and laborers in an enemy war zone are part of their war effort. Their war effort can not continue without the civilian cadre.
